Jessica Bowie, 35, who U.S. authorities say converted to Islam around five years ago and used the name “Aisha Saif,” has been arrested after the FBI foiled her plan to bomb the New York State Capitol in Albany and kill lawmakers.
Federal authorities say Bowie planned to hide an explosive device inside a DoorDash food-delivery bag and wanted to “destroy as much of the building as possible and kill the senators while they are meeting.”
Investigators say she had surveilled the Capitol for weeks and wanted to “take out at least half” of roughly 200 people she believed would be inside.
She purchased components for an explosive device at Home Depot while wearing a burqa and later met two FBI informants, giving one $150 for a handgun, magazine and ammunition and another $200 that she wanted donated to a bombmaker to finance additional explosives.
When she was arrested, authorities say she was carrying the inert firearm and fake explosive supplied during the sting, as well as knives and a handwritten bay'ah, an oath of allegiance to ISIS.
Bowie told an informant that if her roommate discovered the bomb components, she “would have to kill the roommate quietly” and “would have to cut her.”
Authorities say Bowie became radicalized online and operated social-media profiles spreading anti-American messages. An account linked to her posted “Praise be to Allah for September 11th.”
Federal investigators also reveal that she planned to flee to Syria after the Capitol attack and discussed potentially returning to the United States to carry out further attacks, including on New Year’s Eve in Times Square.
